On 10–11 March, the Diplomatic Academy of Ukraine held an online seminar entitled ‘Algorithmic Soft Power: AI as a Force Multiplier in Public Diplomacy, dedicated to the use of artificial intelligence and defence strategies in cyberspace‘.
The event brought together diplomats and government officials to explore the transformation of foreign policy in the digital age. Participants explored the concept of ‘algorithmic soft power,’ considered the transition to automated communication models (A2P), and AI tools for monitoring global narratives. Special attention was paid to cyber diplomacy as a means of protecting digital sovereignty, international norms of responsible state behaviour, and mechanisms for attributing cyber attacks.
The seminar was led by leading experts from the NATO Cooperative Cyber Defence Centre of Excellence (NATO CCDCOE):
Dr Andriy Davydiuk — NATO CCDCOE planning and coordination specialist (also a representative of the State Special Communications Service and the National Academy of Sciences of Ukraine).
Dr Agnes Kasper — Head of the Legal Department of the NATO Centre of Cyber Defence Excellence (CCDCOE), senior lecturer in law and technology at the Faculty of Law of Tallinn University of Technology (TalTech).
