On 3–4 March, the Diplomatic Academy of Ukraine held an English-language thematic online seminar entitled ‘Perspectives on threats, attacks and response in cyberspace’, which brought together representatives of central executive bodies and the Ministry of Foreign Affairs of Ukraine to discuss current challenges in cyberspace.
Over the course of two days, seminar participants comprehensively examined cyberspace as a key arena of modern state policy, focusing on the strategic dimensions of cyber diplomacy and its connection to sovereignty, economic stability, and public trust. Diplomats mastered the administrative, military, economic and societal perspectives of building digital resilience, including issues of international norms, deterrence, coordination within alliances, and interaction between the state and the private sector and civil society. Special attention was paid to the cyber dimension of Russia's full-scale war against Ukraine as a practical case study for shaping diplomatic lessons and strengthening collective digital security mechanisms.
The trainer was Marcus Maybaum, a senior expert in cyber policy and strategic planning, an EU CyberNet expert, and a researcher at the Fraunhofer Institute FKIE. He combines 20 years of experience in military operational command with deep expertise in cyber arms control and international security.
