On 28 April, the Diplomatic Academy of Ukraine hosted the forum “From Diplomacy of Resistance to Diplomacy of Action,” organized by the “Ukrainian Prism” Foreign Policy Council with the support of the Friedrich Ebert Foundation’s Office in Ukraine.
Opening the event, Academy Director Ihor Ostash emphasized that the forum symbolizes “the transition from diplomacy of resistance to diplomacy of action”—a new phase in which Ukraine not only responds to challenges but also shapes the international agenda, proposes solutions, and influences new rules of global security. Ihor Ostash emphasized that modern Ukrainian diplomacy is a diplomacy of systematic, proactive, and strategic action, and that Ukraine is increasingly establishing itself as a state whose voice carries greater weight because it can offer the world solutions proven in practice – tested in Ukraine.
“We are at a new stage and in a new dimension of Ukrainian diplomacy, where Ukraine is not merely reacting—it is setting the agenda. Where we are not only defending ourselves but also proposing solutions,” emphasized the head of the Diplomatic Academy of Ukraine.
Ihor Ostash also highlighted the role of synergy among state institutions, the expert community, and international partners in shaping action-oriented diplomacy, and emphasized the mission of the Diplomatic Academy as a space for fostering a new type of diplomatic thinking—one that is open, analytical, innovative, and results-oriented.
The forum featured a presentation of the annual study “Ukrainian Prism: Foreign Policy 2025,” as well as two panel discussions focused on updating the Foreign Policy Strategy and Ukraine’s international image.
The event served as a platform for expert dialogue on the transformation of Ukrainian diplomacy amid global challenges and the search for practical solutions to strengthen Ukraine’s foreign policy agency.
