On 23–24 October, the Diplomatic Academy of Ukraine hosted an English-language online course “Cyber Diplomacy”, organized by the Professional Training Centre for representatives of the Ministry of Foreign Affairs of Ukraine and other central executive authorities.
The invited speaker was Merle Maigre, Programme Director and Senior Cybersecurity Expert at the Estonia’s e-Governance Academy.
During the two-day training, participants explored key aspects and challenges of cyber diplomacy, the role of states in ensuring cybersecurity, and international cooperation mechanisms in this field — particularly within the UN, OSCE, EU, and NATO frameworks. Special attention was given to issues of state accountability, attribution of cyber operations, and the instruments of the EU Cyber Diplomacy Toolbox.
The event was part of a series of training programmes aimed at strengthening the competencies of civil servants in the field of international digital policy and cyber resilience.
